More than two decades of construction program management, legal strategy, and risk mitigation from the Mid-Atlantic Region to be California's public sector.

I am Terry Devlin, a construction operations and capital program leader with more than thirty two decades of experience across field work, executive management, and large public sector programs. Today I oversee Southern California operations for a major PMCM firm, but my path here started in very different places. My career was shaped by military discipline, hands-on construction work, and a steady progression through every layer of project and program delivery.

I began my professional journey in the United States Air Force as a C-17 Crew Chief. That experience gave me precision, accountability, and the structured thinking that comes from work where safety and reliability are non-negotiable. After the military, I entered construction at the ground level. I supervised crews, coordinated field operations, and managed as many as ten projects at a time. This gave me a deep understanding of what it takes to build in the real world, long before I moved into executive leadership.

My career advanced rapidly. I became a Regional Vice President for the Mid-Atlantic region at a nationwide general contracting construction firm, where I managed operations for more than seventeen large developers and investment clients across multiple states. I led estimating, procurement, audits, team training, and portfolio reporting. Those years shaped my leadership style and built the foundation for my later work in program management.

When I moved to California, I shifted into public sector PMCM. I supported the Beverly Hills Unified School District bond program, including modernization projects, seismic upgrades, DSA processes, procurement strategy, board documentation, and various new construction projects across (5) schools within the district. This period strengthened my understanding of governance, public oversight, stakeholder communication, and education sector construction.

I later joined the Los Angeles Community College District program, one of the largest and most complex capital programs in the country. I managed multi-campus delivery, collaborated with legal counsel on contracts and claims documentation, reconstructed timelines for dispute resolution, led campus teams, and supported bond accountability requirements as a regional program director. Over time I advanced into regional leadership roles, eventually taking on the responsibility of running Southern California operations.

My work today focuses on program-level strategy, risk mitigation, contract clarity, governance systems, and the development of teams who can deliver high-stakes projects with consistency. I often work at the point where construction, legal strategy, and risk management overlap, but creating efficiencies that optimize construction processes along the way. I partner with legal counsel on contract interpretation, prepare defensible documentation, strengthen governance controls, and help owners protect their interests in environments that receive significant public oversight.

I believe successful capital programs require strong operations, strong documentation, and strong people. My degree in Business Management and Organizational Innovation, along with my PMP and CCM credentials, supports that philosophy through systems-based thinking, business fundamentals, and legal awareness. I apply that combination directly to my work in forecasting, staffing, contract review, performance oversight, and multi-campus program delivery.

Outside of my primary role, I am also building ventures that reflect my interest in design, technology, and industry improvement. These include SALSA Consulting, which focuses on AI-driven PMCM solutions, and AIPMCM.com, which offers tools and education for the capital program community.

Through all of my professional work, my purpose is the same. I build the systems, documentation, and leadership structures to allow programs to succeed. Whether I am managing operations, advising clients, developing templates, or mentoring teams, I focus on clarity, accountability, and solutions that can stand up to scrutiny.
